The Alternate Designated Site Psychologist is responsible for
conducting AOCC psychological evaluations which specifically
address fitness for duty, safety, and security concerns for the
Human Reliability Program (HRP) and Nuclear Explosive Duties, of
HRP candidates, HRP-certified individuals, and others as directed
by the Site Occupation Medical Director (SOMD) or Designated
Physician and assigned by the Primary Designated Site Psychologist.
This position is part-time, hours will vary based on OST needs.
Responsibilities
- Ensure that psychological evaluations and assessments are
performed in accordance with Department of Energy (DOE)/Office of
Secure Transportation (OST) Human Reliability Program (HRP) and all
other relevant Federal employment program requirements.
- Assess the psychological fitness of HRP candidates and HRPÂ
certified individuals for HRP duties, including specific work
settings and recommending referrals or temporary removal from duty
for cause as indicated.
- Provide referrals for psychiatric, psychological, substance
abuse, or personal or family problems, and monitoring the progress
of individuals so referred.
- Conduct psychological evaluations to integrate data from
multiple sources, including semi-structured interview,
psychological testing (Minnesota Multiphasic Personality Inventory
[MMPI] and the Personality Assessment Inventory [PAI]), supervisor
reports, military documentation, Department of Veterans Affairs
rating decisions and associated documentation, and other relevant
external documentation.
- Maintain records of Federal Agents and Staff, which includes,
paper files, database records, and electronic medical
records.
- Utilize the OST Psychologists SharePoint, which includes,
uploading documents, creating new folders, and adding content to
the main site.
- Ensure that employees undergoing psychological evaluations
receive appropriate guidance and referrals (e.g., Employee
Assistance Program, private insurance) regarding personal issues
and problems, as necessary.
- Attend agency conferences, meetings and/or trainings, which may
require out of town travel.
- Provide program consultation for high-risk individuals and
situations, including risk management planning with the Primary
Designated Site Psychologist, Lead Designated Psychologist, OST
leadership, HRP Management and Certifying Officials, and legal
counsel.
- Other duties as assigned
Qualifications
- Doctoral degree from a clinical psychology program that
includes a one-year (1) clinical internship approved by the
American Psychological Association or an equivalent
program.
- Minimum of three years (3) postdoctoral clinical experience
with a major emphasis in psychological assessment and
testing.
- Have or able to acquire valid, unrestricted state license to
practice clinical psychology in the State of Texas.
Knowledge, Skills and Abilities
- Must be able to meet the applicable HRP instruction and
regulatory requirements.
- Ability to Obtain a DOE-Q Level Security Clearance.
- Professional knowledge of clinical psychology diagnostic
practices and evaluation methodologies.
- Proficient computer skills including use of computer software
applications for drafting documents, data management and tracking,
and communications (email, video conferencing, instant messaging,
etc.), especially those programs in use by DoD (Word, Excel, Adobe
Acrobat, Access Database, OneDrive, SharePoint, Outlook, etc.).
Must be able to quickly learn new computer programs and
policies.
- Knowledge of the administration and interpretation of
psychological tests, such as the MMPI-2 and PAI for purposes of
mental health assessment
- Ability to gain approval/nomination from OST/NNSA/DOE
Headquarters to work in the capacity of the Primary Designated Site
Psychologist.
- Ability to Obtain a DOE-Q Level Security Clearance.

- While performing the duties of this job, the employee is
