Job Description:

POSITION SUMMARY:The Payroll and Benefits Manager will oversee and supervise the organizations payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations. Responsible for administration of employee benefits in all company operations. Analyze, design, and administer employee benefits programs such as medical, dental, life and disability insurance plans, 401(k), and pensions. Survey industry and community to determine the company's competitive position in employee benefits. Develop, recommend, and implement new or modified employee benefits plans and policies. Supervise administration of existing plans. Develop cost control procedures to assure maximum coverage at the least possible cost to company and employee.----ESSENTIAL FUNCTIONS:Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.Prepares and maintains accurate records and reports of payroll transactions.Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.Facilitates audits by providing records and documentation to auditors.Identifies and recommends updates to payroll processing software, systems, and procedures.Administer employee benefits programs such as retirement plans; medical, dental, vision plans; life insurance plans; temporary disability programs; and wellness programs. Develop specifications for new plans or modify existing plans to:Maintain company's competitive position in labor market, and Obtain uniform benefits package for entire organization.Develop company cost information for new plans and make premium cost share recommendations to leadership.Evaluate and compare existing company benefits with those of other employers by analyzing other plans, surveys and other sources of information. Implement approved new plans or changes to existing plans by preparing announcement materials, plan summary documents, and other media for communication to employees.Instruct insurance carriers, and other administrative agencies outside of company to effect changes in benefits programs. Ensure prompt and accurate compliance.Assure company compliance with provisions of Employee Retirement Income Security Act. Oversee preparation of reports and applications by law to be filed with federal and state agencies and other regulatory agencies.Review and analyze changes to state and federal laws pertaining to benefits and support necessary or suggested changes to management. Develop benefits information and statistical and census data for actuaries, insurance carriers, and management. Handle benefits inquiries and complaints to ensure quick, equitable, and courteous resolution.Supervise maintenance of enrollment and claims records for all benefits plans. Provide training to staff and employees on payroll and benefit programs and processes.All other duties as assignedKNOWLEDGE, SKILLS AND ABILITIES:Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.Extensive knowledge of the UltiPro HRIS payroll software preferredExcellent organizational skills and attention to detail.Strong analytical and problem-solving skills.Strong supervisory and leadership skills.Proficient with Microsoft Office Suite or related software.Must be proficient in Microsoft Office ApplicationsEXPERIENCE AND EDUCATION:Bachelor's degree in Accounting, Business Administration, Human Resources, or related field required.Three to five years of related experience required.
