The Director, Planning & Scheduling works closely with Region Manager to provides planning and analytical direction to operations and craft supervisors. Resources under the Operations Planning Director provides planning and analytical support to Engineering, Maintenance, and Operations personnel for Region Scheduling tool, General Maintenance Contractor support, ECM, Machine Health Monitoring, Predictive Maintenance tools, ARI Fleet Management, GeoTab and similar regional programs in alignment with Midstream goals.

Responsibilities May Include

Providing direction and support to Region Planner/Scheduler, in alignment with the Region Superintendents to ensure the Region Schedule is complete, accurate, and up to date. Developing and maintaining Region KPIs for cost, schedule, maintenance activities. Assisting Engineering and Maintenance with estimating, planning, and scheduling maintenance and project work to minimize the impact to Pipeline and Terminal Operations. Utilizing the Region maintenance schedule to manage P66 and contract resource allocation, including effective ECM implementation. Coordinating with contractors to assign, schedule, and monitor status of their work. Assisting the Operations, I&E, Maintenance, Measurement, and Rotating Equipment Supervisors with effectively managing the Regions critical equipment inventory and critical spare replacement plan. Assisting the Operations, I&E, Maintenance, Measurement, and Rotating Equipment Supervisors with developing and tracking their assigned expense budgets. Ensuring monthly budget reviews are scheduled with finance and Region leadership. Ensuring collaboration between Cost Analyst, Maintenance Analyst and Planner on spend forecasts and accruals. Collaborating with Engineering Services, other Operations Planning Directors, and applicable industry organizations to identify and implement best practices and new processes and tools in support of equipment reliability, planning, and scheduling. Ensuring all personnel fully document failures, data, and work in SAP PM. Analyzing and reporting cost data and identifying cost reduction opportunities. Supporting all equipment data maintenance in SAP PM. Evaluating material and service providers to ensure they provide professional quality services. Managing Region vehicle fleet through ARI including upgrade recommendations, level loading budgets, standard order form for safety features and spend tracking. Supporting related inspections, audits, and Emergency Response activities.

Position Requirements


High School Diploma or GED equivalent or higher. 10 or more year of experience working in the oil and gas industry. 3 or more years of experience working in field maintenance operations troubleshooting, maintaining, and repairing equipment used oil and gas operations. Working knowledge of planning and scheduling practices. Able to read and understand related drawings and technical documents. Working knowledge of predictive and preventative maintenance processes. Working knowledge of industry safe work practices and Hazardous area classifications. Intermediate level of proficiency using Microsoft Office and SAP. Willing and able to travel up to 25%.


Associate Degree or higher. 5 or more years of experience working Midstream and/or Refining operations. Experience employee or contractor supervisory. Working knowledge of pipeline and terminal equipment. Intermediate level of proficiency using SAP PM or similar Maintenance Management System.


Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 21,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from a refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
