Posting Title Engineering Test Program Lead Posting Start Date 02/27/2019 Organization/Department Organization: Mission Engineering Job Family: Engineering Job Specialty: Core Engineering Job Ladder: Engineering, Science and IT Professional (EP) Career Level: Senior Specialist Reference Code 19-0342 Specific Job Responsibilities The CNS Test Program Lead is the owner of the CNS Test Program which provides the requirements and guidance to organizations that conduct testing for structures, systems, and components (SSCs) in order to verify the SSCs will perform their intended design functions and satisfy performance requirements. The elements in the Test Program provide a process to plan, perform, control, document, and evaluate tests and test results. The Test Program is intended to provide a consistent, cost-effective approach for testing that complies with the Quality Program and also complies with the American Society of Mechanical Engineers (ASME) Nuclear Quality Assurance (NQA)-1-2008, Quality Assurance Requirements for Nuclear Facility Applications. The Test Program Lead is considered as the Subject Matter Expert (SME) for preoperational testing at CNS facilities. The CNS Test Program Lead provides oversight, assessment/surveillance and SME support for all CNS Testing activities during design, development testing, factory testing, construction, preoperational testing, and post maintenance testing and testing related readiness activities. Principal responsibilities include but are not limited to:

  • Ensuring that the CNS Test Program manual addresses the requirements for testing in accordance with NQA-1
  • Maintaining the CNS Test Program Manual
  • Assisting in the development of CNS Testing methods and procedures
  • Reviewing and concurring with Major Project Test Plans
  • Providing oversight, surveillance and assessment activities to ensure that the requirements associated with the CNS Test Program are met
  • Providing independent review of testing-related Readiness affirmation evidence to provide verification of status and administrative content
  • Reviewing Project/Modification schedules and estimates to ensure testing/commissioning elements are identified and integrated
  • Developing/maintaining the CNS Test Program training and qualification requirements
  • Surveillance/assessment of qualification/training of personnel performing preoperational testing
  • Providing technical guidance to supervisors or CNS testing personnel assigned to projects or tasks within area of responsibility
  • Surveillance/assessment of project design output including specifications for incorporation of CNS Testing requirements
  • Surveillance/assessment of supplier documentation for compliance with flow-down testing requirements Specific Job Knowledge & Training Required Professional directly-related experience in preoperational testing, operations, or other relevant experience preferred. The applicant must meet the requirements of DOE O 426. 2 (i. e., bachelor s in engineering or related science, 2 years job-related and at least 1 year nuclear experience, or a DOE O 426. 2 alternative). The job related and nuclear experience requirements noted above are not a prerequisite for employment. These experience requirements can be satisfied based on experience obtained following employment. In the interim, until experience requirements are met, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities. (Ref. DOE O 426. 2) The idea candidate will have:
    • An extensive technical knowledge of pre-operational testing and plant operations preferably in a NQA-1 compliant nuclear environment
    • General knowledge of industry and regulatory standards and design criteria in all areas of preoperational testing
    • Knowledge of administrative practices including cost and scheduling
    • An extensive knowledge of precedents in the testing and operations areas and a broad knowledge of principles and practices of related areas
    • Excellent oral and written communication skills
    • Demonstrated skill in leadership
    • Prior work experience with CNS or other a government entity preferred Education & Relevant Experience BS in engineering/science discipline: Minimum 7 years of relevant experience. MS: Minimum 5 years of relevant experience. PhD: Minimum 2 years relevant experience. Typical engineering/science experience ranging from 10 to 15 years. Notes: Fifteen or more years of relevant education, training, and/or progressive experience may be considered to satisfy educational and years-of-experience requirements for this posting. For postings on the Engineering, Science and IT Ladder, in lieu of a technical bachelor's degree, the Operations Professional Ladder may be considered. The minimum education and experience for the lowest career level in the job posting range are listed under Specific Knowledge and Training Required. Successful candidates hired into a higher career level than the minimum in the range must meet the requirements listed in the job leveling charts for the career level into which they re being hired. The career level will be determined based upon relevant education and experience of the selected candidate. Internal applicants, if the move is determined to be lateral, will maintain their current career level and pay. For internal applicants whose career level may be higher than the career level range indicated on the job posting, we will consider the scope of work being performed, in addition to a candidate s education and experience, when determining whether a lateral move is warranted. Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy "Q" clearance is required. Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, the candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply. If the successful candidate is not currently certified in the HRP, the certification process will be initiated upon assumption of the position. If the successful candidate is currently certified in the HRP, a review for HRP certification in the appropriate category will be performed by the hiring manager and the HRP Management Official, and the certification process in the appropriate category will be initiated upon assumption of the position.
