Job Description:
MUNICIPAL COURT WARRANT OFFICER The fundamental reason this
classification exists is to provide assistance to the Municipal
Court Judge by processing, serving, and tracking warrants as
ordered by the court. Work includes preparing courtrooms, assuring
that all essential parties and materials are present, labeling and
protecting evidence, informing defendants of procedures to be
followed and escorting them to other Court employees as the Judge
or case disposition indicates. Job duties follow established
routines, but unusual cases require the application of judgment and
discretion. The Municipal Court Warrant Officer reports directly
to, and supervision is received from the Municipal Court Judge.
ESSENTIAL FUNCTIONS: Receives and reviews all documentation
provided by the court for the issuance of an arrest warrant;
Ensures all documentation has been properly authorized and entered
into the computer system; Ensures the warrant information and
documentation entered into, and produced by, the computer system is
up-to-date and accurate; Oversees the computer production of a
warrant, worksheet, defendant's letter and other supportive
documentation; Attempts to verify a defendant's location through
initial information provided by the Court and other law enforcement
agencies prior to serving warrants; Serves warrants through
in-person or telephone contact when defendant is located; Removes
satisfied warrants from the computer system; Records court actions
on various documents and inputs the information into a computer
system; Transports defendants to and from courtroom and explains
procedures; Checks all entries made and all warrants are properly
processed and updated in the database; Answers questions of
defendants and others; Prepares courtroom for scheduled hearings;
Maintains order in the assigned courtroom; Refers defendants and
others to proper person if unable to answer questions or resolve
problems; Demonstrates continuous effort to improve operations,
decrease turnaround times, streamline work processes, and work
cooperatively and jointly to provide quality customer service.
Required Knowledge, Skills and Abilities: Knowledge of: Municipal
Court procedures. Legal and Court terminology. Knowledge of law
enforcement and warrant enforcement. Knowledge of the laws of the
State of Kansas pertaining to the serving of warrants. Skill in:
The operation of a computerized data management system. Diffusing
potentially dangerous situations. Explaining complex information
relating to warrant enforcement to people of varying levels of
sophistication. Ability to: Responsibly work with and manage a
variety of confidential and classified information, maintaining
confidentiality using discretion as required. Use tact, good
judgment and communication skill to resolve situations that are
verbally or or physically intimidating or aggressive. Type
accurately and with sufficient speed to meet data entry
requirements. Operate a computer terminal or other keyboard device
to enter or retrieve information. Operate a variety of standard
office equipment requiring continuous or repetitive arm-hand
movements (i.e., typewriter, or calculator). Manage a system based
on information gathered from various sources. Manage competing
requests for assistance Communicate orally, in a tactful and
courteous manner, with defendants, co-workers, and the public in
face-to-face one-to-one settings, using a telephone or in a group
setting. Understand and follow oral and written instructions. Work
cooperatively with other City employees, defendants, and the
public, often under stressful conditions. Work independently. Learn
job-related material primarily through oral instruction and
observation. This learning takes place mainly in an on-the-job
training setting. Work safely without presenting a direct threat to
self or others. Working Conditions: Office Environment; exposure to
computer screens. Essential and marginal functions may require
maintaining physical condition necessary for walking, standing or
sitting for prolonged periods of time; extensive use of computer
keyboard. Business travel in the course of duty. Potential
dangerous situations. Must demonstrate emotional stability. Must be
able to cope with the physical and mental stress of the position.
Must be able to physically and mentally react quickly in the event
of disturbance or physical outbreak. Must be able to pay close
attention to details and concentrate on work. Work is stressful by
the nature of contact with offenders, parties with an interest in
the offender's situation, and continual work with criminal
justice/Court-related issues. Must be able to meet with offenders
in person and on the telephone, in various locations including
correctional facilities, and may be assigned offenders with a
significant potential for violence. Additional Requirements:
Possession of K.L.E.T.C. certification. This position requires the
use of personal or City vehicles on City business. Individuals must
be physically capable of operating the vehicles safely, possess a
valid driver's license and have an acceptable driving record. Work
is based on 40 hours per week; schedules may be flexible, requiring
work on weekends and evenings. ACCEPTABLE EXPERIENCE AND TRAINING:
Pre-entry experience is essential. One year of experience working
with offenders; work with other individuals/groups who have
experienced difficulties is just as relevant. Experience in the
Criminal Justice System is a definite plus. Ability to converse in
Spanish given preference. Must possess High School Diploma or
equivalent and be 21 years of age. Must pass pre-employment
background investigation, drug testing, polygraph, and possess a
valid Kansas Driver's License. Other Employment Type: Full Time
